A simple technique for providing backup HUFGES coefficients to the NMC operational cycle

"When the NMC Data Assimilation Cycle (or FINAL) fails to run to completion, some other means must be found to supply guess coefficients to the subsequent Operational (OPNL) Cycle so that the Hough Analysis may proceed. In the past, the 12- or 24-hour old coefficients from a previous Hough Analysis were used for this purpose.
