VPRS 14146 Register of Grants for Special Purposes (Grants Without Purchase) [1842 - 1990]; Register of Pre-Emptive Right Descriptions [1852 - 1893]

The Register of Grants for Special Purposes, also known as Grants Without Purchase, lists land granted for a wide variety of public purposes including recreation reserves, health facilities, municipal buildings and facilities and such things as libraries and Mechanics Institutes. Also listed are long-term leases of land granted to large companies for industrial sites. For each one a number is allocated, the date of the grant and the Government Gazette reference, the locality, the area of the land granted and the purpose and the dates when the grant was passed for signature and when it was sent to the Office of Titles. In the Remarks column may be found further details of the process and any special conditions imposed on the grantees. Other detail may be such things as the names of the original trustees for the land. References may be given for the copy of the Deed of Grant to be found in the Special Deeds Books (VPRS 14148). These are given as the volume of these books and may be entered in the Register in red ink.Under the principle of pre-emptive right, licensees of runs were permitted to purchase a portion of their runs to provide some security of tenure at the minimum upset price of 1 pound per acre. In this way a homestead or land upon which improvements had been made could be secured. The actual criteria applied in deciding whether purchase could be made was the presence of improvements on the desired acreage. Pre-emptive rights were established under the 1847 Order-in-Council and were taken advantage of by squatters who had already settled upon large tracts of the land of the Port Phillip District.The Register of Pre-Emptive Rights lists the number of the descriptions of pre-emptive rights (see VPRS 14147). Also given are the name of the purchaser or grantee, the Homestead or Run, the location and area of the land (county, parish or town, allotment and section), the dates of deed and when the deed was sent to the Treasury and other remarks. Descriptions are available in VPRS 14147 Pre-Emptive Right Descriptions.The series date range is given as the date range of the contents. 依据优先购买权（Pre-Emptive Right）原则，牧场租赁许可持有人可按每英亩1英镑的最低底价，购买其租赁牧场的部分地块，以获得一定的土地保有保障。通过该方式，可保有自有宅基地或已实施改良的土地。判定是否可购买地块的实际标准，为目标地块上是否存在已实施的土地改良工程。优先购买权制度由1847年《枢密院令》（Order-in-Council）确立，此前已在菲利普港区域（Port Phillip District）大片土地上定居的擅占公地者（squatters）曾广泛利用该制度。
优先购买权登记册（Register of Pre-Emptive Rights）收录了优先购买权的各类描述编号（详见VPRS 14147）。该登记册同时包含买受人或受赠人姓名、宅基地或租赁地块信息、土地位置（含郡、教区/城镇、地块编号及区段）、土地面积、契约签署日期、契约移送至财政署（Treasury）的日期，以及其他备注信息。优先购买权的详细描述可查阅VPRS 14147《优先购买权描述册》。
该系列档案的时间范围以其所收录记录的时间范围为准。据推测，本登记册及其配套的描述册的编制时间晚于其所收录的记录的生成时间，大概率由王室土地与测量署（Department of Crown Lands and Survey）契约科（Deeds Branch，VA 538）完成编制，具体编制时间暂不可考。
