## **Abstract** \n\nThis dataset was derived by the Bioregional Assessment Programme from the following sources\n\n1) Southern Rural Water Surface water "works" locations (xy)\n\n2)Regs Category 6a supplied to the Bureau by DEPI under the Water Act 2008\n\n3) A "one off" extract" of Unregulated licences (xy locations, use, entitlement volume)\n\nYou can find a link to the parent datasets in the Lineage Field in this metadata statement. The History Field in this metadata statement describes how this dataset was derived\n\n\n\nThis dataset is restricted - not for publication. \n\n\n\nNote that there are many issues with licencing data that it difficult to model the situation on the ground\n\n1) Use is only valid at the time of the registration of licence ( the licence may be traded and may change use which may not be recorded). Use is therefore only indicative at any point in time\n\n2) Status - Which determines whether the "works" is active may also be out of date or not updated\n\nUsers are encouraged to use other sources to validate licencing data and also encouraged to take into account other fields included such as date etc\n\n## **Purpose** \n\nThis dataset has been created to represent Surface Water Economic Entitlements spatially in the Gippsland Basin\n\n## **Dataset History** \n\nThis dataset was derived by the Bioregional Assessment Programme using the following steps\n\n1) Unreg Surface Water Licences DELWP Gippsland 20150301\t(0353426b-403d-4d4b-aac0-75afb55e1176) was geolocated using the "Make XY Event" function in ArcGIS with the projection VICGRID 94 (as indicated to use in source file)\n\n2) This file was merged with the derived dataset: (SouthernRuralWater SW Locations with BOM RegsCat6Volumes Gippsland 20150430\t59f17548-3dbe-41a8-92f2-3b39ebbb0584) using the ArcGIS Merge Command\n\n3) The "Feature Compare" command was used to find duplicate licence numbers in both files. Project team decided to keep records from "once off" DEPI Extract as these also contained uses. 966 duplicates found in data from SRW - This is because there are sometimes many locations for one licence in the SRW data.\n\n4) Duplicate records were removed from SRW dataset leaving only 178 licences not found in DELWP extract.\n\n5) Remaining records were merged into final dataset\n\n6) Classification of uses of data in DELWP extract:\n\n\n\n\n\nDomestic and stock\t Basic Water Right\n\nDomestic and Stock\t Basic Water Right\n\nAquaculture\t Water Access Right\n\nDairy\t\t Water Access Right\n\nIndustrial or commercial\t Water Access Right\n\nIntensive animal husbandry\t Water Access Right\n\nIrrigation\t\t Water Access Right\n\n\n\n178 records from SRW were all classified as Water Access Right as no use was found\n\n\n\nVolumes:\n\nThe field that should be used to allocate volumes correctly by works is "Vol_combined" - this field contains Entitlement per works for SRW data and Entitlement Vol directly from DELWP extract\n\n\n\nNote data has been kept in source prj GDA_1994_MGA_Zone_55\n\n## **Dataset Citation** \n\nBioregional Assessment Programme (2015) Surface Water Economic Assets Gippsland 20150430v02. 请注意，许可数据存在诸多问题，导致难以精准建模实地的水资源使用情况：
1) 许可用途仅在注册登记时有效（许可可进行交易，用途变更亦可能未被记录），因此在任意时间点，许可用途仅作参考。
2) 决定“工程”是否处于有效状态的许可状态信息，同样可能存在过时或未更新的情况。

建议用户通过其他来源验证许可数据，并一并考虑数据中包含的日期等其他字段信息。

【数据集用途】
本数据集旨在对吉普斯兰盆地（Gippsland Basin）内的地表水经济许可权进行空间可视化呈现。

【数据集衍生历史】
本数据集由生物区域评估计划通过以下步骤衍生得到：
1) 利用ArcGIS中的“创建XY事件图层（Make XY Event）”工具，依据源文件指定的VICGRID 94投影坐标系，对2015年3月1日吉普斯兰盆地维多利亚州环境、土地、水与规划部（DELWP）未监管地表水许可数据集（Unreg Surface Water Licences DELWP Gippsland 20150301，标识符：0353426b-403d-4d4b-aac0-75afb55e1176）进行地理定位。
2) 通过ArcGIS的“合并（Merge）”工具，将该文件与衍生数据集“2015年4月30日吉普斯兰盆地南部农村水务局地表水点位与澳大利亚气象局（BOM）第6类监管数据量数据集”（SouthernRuralWater SW Locations with BOM RegsCat6Volumes Gippsland 20150430，标识符：59f17548-3dbe-41a8-92f2-3b39ebbb0584）进行合并。
3) 使用“要素对比（Feature Compare）”工具查找两个文件中的重复许可编号。项目团队决定保留一次性DEPI提取数据中的记录，因其包含用途信息。在南部农村水务局的数据中共发现966条重复记录，原因是南部农村水务局的数据中，单个许可可能对应多个点位。
4) 移除南部农村水务数据集内的重复记录，最终剩余178条未在DELWP提取数据中出现的许可记录。
5) 将剩余记录合并为最终数据集。
6) 对DELWP提取数据中的用途进行分类：
- 家庭与畜牧用水 → 基本水权
- 家庭与畜牧用水 → 基本水权
- 水产养殖用水 → 取水权
- 乳业用水 → 取水权
- 工业或商业用水 → 取水权
- 集约化畜牧养殖用水 → 取水权
- 灌溉用水 → 取水权

由于未找到用途信息，南部农村水务局提供的178条记录均被归类为取水权。

【水量字段说明】
用于按工程精准分配水量的字段为“Vol_combined”，该字段包含南部农村水务数据中的单工程许可额度，以及直接从DELWP提取数据中获取的许可额度。

请注意，数据保留了源坐标系GDA_1994_MGA_Zone_55。
