Mikrocensus 1974, 2. quarter: Equipment, Human Resources

The special survey consist of 2 types of questions: on the equipment (including vehicles and machines) and on the labour reserves equipment (including vehicles and machines): This group consists of a list of vehicles and machines. It should be assessed whether a household owns these vehicles and machine or not. This part of the special survey is a accompanying program for the survey on consumption. labour reserves: The economy pick-up and the shortage in energy within the last months have not changed the fact that the lack of labour force will stay one of the main problems of the Austrian economy. The impending cut in Working Time from 42 to 40 hours per week will for a short time even aggravate this problem. Therefore, the federal ministry for social administration proposed that the extent of the so-called silent labour reserves should be determined with the help of the Mikrozensus. A first assessment with the help of the Mikrozensus already took place in Juli 1971 (Mikrozensus MZ7102). Silent labour reserves are persons who are currently unemployed but who would be willing to work under specific conditions.

本次专项调研包含两类问题：其一围绕设备（含车辆与机械）展开，其二围绕劳动力储备相关设备（含车辆与机械）展开。该调研板块包含一系列车辆与机械清单，需评估家庭是否拥有此类设备。本专项调研模块是消费调查的配套项目。

劳动力储备相关调研：近几个月的经济复苏与能源短缺，并未改变劳动力短缺仍是奥地利经济核心难题之一的现状。即将推行的周工作时长从42小时缩减至40小时的政策，短期内甚至会进一步加剧这一问题。为此，奥地利联邦社会事务部提议，借助微观普查（Mikrozensus）测算所谓“隐性劳动力储备”的规模。1971年7月，研究团队已通过微观普查完成首次测算（编号为MZ7102）。隐性劳动力储备指当前处于失业状态，但在特定条件下愿意参与工作的人群。
