   本方案以构建“智慧交通”为目标,以贯彻交警信息化、执法规范化、和谐警民关系为出发点。通过运用高清监控技术、GPS/BDS 、GIS技术、智能分析技术、业务系统集成技术、物联网技术、大数据检索、无人机等先进技术,对HT市智慧交通管理系统分期从三方面进行建设,建成后可以大大提升城市交通能力,满足市民、企业、政府的出行及管理需求。1.6.1智慧交通政府管理平台(1)智慧交通建设范围:电子警察系统(8套高清监控)、测速卡口(8套)、违停监控系统(6套高清监控)、智能信号灯控制系统(8套)、智慧交通综合管理平台、指挥调度机房建设(已有)、网络传输系统建设。(2)智慧安防建设范围:原电警系统、卡口系统、原标清监控系统、制高点监控等对接集成、网络传输系统建设。1.6.2智慧交通企业管理平台智慧交通建设范围:智能公交车调度系统、智能出租车调度系统、公交及出租车调度监控机房建设系统,市内货运管理系统。1.6.3智慧交通公众信息服务平台智慧交通建设范围:智慧交通诱导系统(设置10套交通信息诱导屏)、公交车电子站牌系统(在主要线路设置30套)。HT停车场系统目前各自管理,还未形成行业统一归口管理,本系统建设中保留接口,未来行业统一管理后可集成停车场系统,实现停车场车位信息主动发布到交通诱导屏,方便城市居民日常停车。随着技术的发展并结合HT市的智慧交通管理需求,今后可以进一步提升智慧交通系统的建设程度,逐步改造模拟监控系统、制高点监控系统,通过协调运政管理局实现长途客、货运车辆信息本地化管理,并部署新的智慧交通管理系统如:无人机系统、非机动车租借系统。增加电动车管理系统,并引入摩拜单车的理念,从而提高现有非机动车的管理水平,实现绿色出行的新出行方式。

This initiative aims to build a "Smart Transportation" system, starting with the goals of advancing informatization of traffic police work, standardizing law enforcement, and fostering harmonious police-civilian relations. By leveraging advanced technologies including high-definition surveillance technology, GPS/BDS, GIS technology, intelligent analysis technology, business system integration technology, Internet of Things (IoT) technology, big data retrieval, and unmanned aerial vehicles (UAVs), we will construct the Smart Transportation Management System of HT City in three phases. Upon completion, the system will significantly enhance urban traffic capacity and meet the travel and management needs of citizens, enterprises, and the government. 1.6.1 Smart Transportation Government Management Platform (1) Scope of Smart Transportation Construction: Electronic Police System (8 sets of high-definition surveillance cameras), Speed Measurement Checkpoints (8 sets), Illegal Parking Surveillance System (6 sets of high-definition surveillance cameras), Intelligent Signal Light Control System (8 sets), Comprehensive Smart Transportation Management Platform, Command and Dispatching Room Construction (already in place), and Network Transmission System Construction. (2) Scope of Smart Security Construction: Docking and integration of the original electronic police system, checkpoint system, original standard-definition surveillance system, high-ground surveillance system, etc., as well as network transmission system construction. 1.6.2 Smart Transportation Enterprise Management Platform Scope of Smart Transportation Construction: Intelligent Bus Dispatching System, Intelligent Taxi Dispatching System, Bus and Taxi Dispatching Surveillance Room Construction System, and Urban Freight Management System. 1.6.3 Smart Transportation Public Information Service Platform Scope of Smart Transportation Construction: Smart Traffic Guidance System (10 sets of traffic information guidance screens will be installed), and Bus Electronic Stop Sign System (30 sets will be installed on main routes). Currently, the parking lot systems in HT City are managed independently, without unified industry-wide centralized management. An interface will be reserved during the construction of this system. When the industry achieves unified management in the future, the parking lot systems can be integrated to proactively publish parking space information to traffic guidance screens, facilitating daily parking for urban residents. With the development of technology and in response to the smart transportation management needs of HT City, the construction of the smart transportation system can be further upgraded in the future. We will gradually transform the analog surveillance system and high-ground surveillance system. By coordinating with the Transportation Administration Bureau, we will achieve localized management of long-distance passenger and freight vehicle information, and deploy new smart transportation management systems such as unmanned aerial vehicle (UAV) systems and non-motor vehicle rental systems. We will also add an electric vehicle management system and introduce the concept of Mobike, thereby improving the management level of existing non-motor vehicles and realizing a new travel mode of green travel.
