These instruments were employed in a four-round modified Delphi study to collect data on Research Data Governance (RDG) activities and roles. Their specific design aimed to provide insights into the implementation of RDG within research-performing organizations (RPOs). Furthermore, the objective was to comprehend the governance tasks considered significant for RDG implementation by data practitioners within RPOs, and to identify the main roles governing research data, including potential stakeholders holding these roles. The overarching goal is to develop a tailored RDG framework for RPOs in Malaysia, serving as a guide for organizational leaders to initiate effective research data management, incorporating best practices. For Rounds I and II, the instruments were categorized into four sets to accommodate data practitioners from strategic (Set A), tactical (Set B), operational (Set C), and researcher (Set D) perspectives. While some items were mandatory for all sets, others were specifically designed for the identified group in each set. For Rounds III and IV, a single instrument was used for all participants.

本套工具应用于四轮改良德尔菲法研究，用于收集研究数据治理（Research Data Governance, RDG）相关活动与履职角色的调研数据。该工具的设计初衷为深入剖析科研执行机构（Research-performing Organizations, RPOs）内部研究数据治理的落地实践细节。此外，本研究旨在明确科研执行机构内的数据从业者所认可的、对研究数据治理落地具有关键意义的治理任务，并梳理出负责研究数据治理的核心履职角色，涵盖承担此类职责的潜在利益相关方。本研究的总体目标，是为马来西亚的科研执行机构量身定制适配的研究数据治理框架，为组织管理者启动高效研究数据管理工作提供指引，并融入行业最佳实践。在第一轮与第二轮调研中，该套工具被划分为四组问卷，以覆盖战略层（组A）、战术层（组B）、操作层（组C）及研究人员（组D）视角的数据从业者；其中部分题目为所有组别必填项，其余题目则针对各组别对应的目标群体单独设计。而在第三轮与第四轮调研中，所有参与者统一使用单一套问卷开展调研。
