PUBLIC CONSORTIUM AS AN INSTRUMENT OF THE ASSOCIATED MANAGEMENT WITH A VIEW TO ENVIRONMENTAL SUSTAINABILITY IN THE LIGHT OF THE ONES INVOLVED

The aim of this article is to analyzethe public consortium as an instrument of cooperative federalism. The preservation of the environment is a commitment and responsibility of all (federal people, entrepeneurs and civil society) so as to preserve<br>our habitat. The success of this action depends on the cooperation or common associated management based on a sustainable planning. As a result of it, the public consortium is analyzed in its legal result aspects, which prove its importance in the<br>management of human, logistic and economical resources to the realization of the common objective interests. As a counterpoint, it will be shown the implications or difficultiesimplied in the formation of public consortium having the cooperative federalism and the associated management as a basis. It will be also discussed the advantages of this associated management in the development, control and supervision of the civil service exercised by the associated people with a view to reaching sustainability.
