Data and Code for "CAF Permitting and Reporting Under the Porter-Cologne Water Quality Act: An Analysis of Regional Board Activities"

Data and code to reproduce results in "CAF Permitting and Reporting Under the Porter-Cologne Water Quality Act: An Analysis of Regional Board Activities". The paper focuses on analysis of dairy annual reports in California Water Board Region 5 in 2023 and 2024 and the calculation of "unaccounted-for" nutrients (Nitrogen, Phosphorous, etc.) from manure. The Code folder contains two python notebooks, one for scraping/processing the PDF files and one for plotting the results. The Data/Reports folder contains the raw report PDFs, separated by year, whether results were included in the analysis (Readable) or not (NonReadable), and what sub-region of Region 5 the reports were in. The Data/Summary folder contains processed .csv files with compiled data from each dairy. The Figures folder contains output vector figures. To run code: Unzip folder Install environment.yml file into a conda environment Inside conda environment, run .ipynb jupyter notebooks In the Processing Notebook Set the base_folder variable to the path of the top-level unzipped folder "Dairy_Data_and_Analysis" Set the year to 2024 or 2023 Set the name variable to the desired output name In the Plotting Notebook Set the base_folder variable to the path of the top-level unzipped folder "Dairy_Data_and_Analysis"
