This volume comprises the text of a talk given by Sir Guy Powles K.B.E., C.M.G., E.D., CC.B., Parliamentary Commissioner (Ombudsman) for New Zealand, at the Conference of the Australian Regional Groups of the Royal Institute of Public Administration, held in Canberra on 13-15 November 1963. The talk was reprinted in November 1963, by the Committee for Postgraduate Studies in the Department of Law, University of Sydney.
