INVESTMENTS IN THE SPORT AND LEISURE FUNCTION BY MUNICIPALITIES IN BAHIA FROM 2002 TO 2011

ABSTRACT This descriptive paper aimed to analyze investments in Sport and Leisure Function by municipalities in Bahia from 2002 to 2011 and to identify possible relations with variables ‘current revenue’ and ‘municipality size’. Most the municipalities from the state of Bahia have been proactive when it comes to investment in public policies of sport and leisure during the period. That means there are internal institutional factors within municipalities allowing those policies to be decentralized.

摘要：本描述性研究论文旨在剖析2002至2011年间巴西巴伊亚州各自治市的体育与休闲职能投入状况，并探寻其与“当期财政收入”、“市政辖区规模”两类变量间的潜在关联。研究时段内，巴伊亚州绝大多数自治市在体育与休闲公共政策投入领域均展现出积极作为，这表明各自治市内部存在可推动此类政策分权实施的制度性内部因素。
