VPRS 10724 Report and Appendices

A Royal Commission was appointed on 1 February 1956 to inquire into the operation of the Victorian housing acts and the administration of the Housing Commission. The Royal Commission heard evidence for forty-four days between 29 February and 9 July 1956. The transcripts of the proceedings of the Royal Commission together with the final address by the Counsel assisting the Commission have been transferred into archival custody in VPRS 8207.This series consists of the report of the Royal Commission which was presented to Parliament in August 1956. The report is also included with Papers Presented to Parliament, 1955-1956 Session, Volume 3. The report is largely based on the material contained in the Counsel's Address to be found in VPRS 8207. The report, however, contains additional information, discussion and appendices together with the Royal Commission's recommendations.P ConsignmentThe P consignment consists of two copies of the report. One copy is identical to that contained in the Papers Presented to Parliament which was printed and published by the Government Printer. The other copy is a stencil duplicate printed copy. The material in each copy is identical except that the published copy contains only one appendix (appendix A) while the stencil duplicate copy contains four appendices (A to D).Each copy of the report is printed on sequentially numbered pages. The report contains a table of contents with references to page numbers within the report.The text of the report is arranged into a number of sections. The first, "Matters for Inquiry", includes the full terms of reference for the Royal Commission's investigations. Following that is a short introduction and then seven sections (sections a to g), each of which deals with a separate term of reference. Recommendations relating to each term of reference are included in each of these sections. Summary of Recommendations, Conclusion and Appreciation sections complete the text of the report.The four appendices included in the stencil duplicate copy of the report are:Appendix "A": Family Income and Expenditure;Appendix "B": Alphabetical List of Witnesses;Appendix "C": Index of Exhibits;Appendix "D": Index of Subjects.

本档案系列包含1956年8月提交给维多利亚州议会的皇家委员会调查报告。该报告同时被收录于《提交议会文件（1955-1956议会会期）》第三卷。报告主体内容主要基于VPRS 8207档案中收录的法律顾问陈述材料，但额外补充了相关信息、讨论内容、附录以及皇家委员会的各项建议。

P批次档案包含两份报告副本：其中一份与政府印刷局印制出版的《提交议会文件》中所载副本完全一致；另一份为蜡版印刷复制品。两份副本的正文内容基本一致，但公开出版的副本仅包含附录A，而蜡版复制品则包含A至D共四份附录。

每份报告副本均采用连续页码印刷，正文前设有目录并标注了各部分对应的页码。报告正文分为多个章节：首章“调查事项”完整列明了皇家委员会的全部调查职权范围；随后为简短引言，以及七个分别对应不同调查职权的章节（a至g节），各章节均纳入了对应职权范围的相关建议。报告正文最终以“建议汇总”“结论”及“致谢”三个章节收尾。
