2018年度京津冀地区资源环境承载力超载预警等级

资源环境承载能力预警是指通过对资源环境超载状况的监测和评价，对区域可持续发展状态进行诊断和预判，为制定差异化、可操作限制性措施奠定基础。以县级行政单元为基本评价对象，包括县级市和直辖市（北京、天津）各个区，地级市所有区合并为市辖区，雄安新区作为独立研究单元，共计161个县（市、区）。

Early warning of resource and environmental carrying capacity refers to diagnosing and predicting the regional sustainable development status via monitoring and evaluating the overload status of resources and environment, laying a foundation for formulating differentiated and operable restrictive measures. Taking county-level administrative units as the basic evaluation objects, the scope covers county-level cities and all districts under the two central municipalities (Beijing and Tianjin). All districts under prefecture-level cities are merged into urban districts, while Xiong'an New Area is taken as an independent research unit. In total, there are 161 counties, county-level cities and districts.
