Article 38 of the *Measures for the Administration of Special Maintenance Funds for Residential Buildings in Shandong Province*: The special maintenance funds shall establish a public disclosure and inquiry system, and accept inquiries from owners concerning the deposits, use, value-added proceeds and book balance of the funds maintained in both public accounts and individual housing accounts.
