按照《中华人民共和国标准化法》的定义，标准是指农业、工业、服务业以及社会事业等领域需要统一的技术要求。标准作为一种通用性的规范语言，在合理利用国家资源、保障产品质量、提高市场信任度、促进商品流通、维护公平竞争、保障安全等方面发挥着重要作用，是规范经济和社会发展的重要技术制度。尤其是随着经济全球化进程的不断深入，标准成为国家核心竞争力的基本要素，继产品竞争、品牌竞争之后，标准竞争正成为一种层次更深、水平更高、影响更大的竞争形式。  通常情况下我们选用标准时的顺序为：国家标准→行业标准→地方标准→团体标准。有国家标准和行业标准时优先选用国家标准和行业标准，没有国家标准和行业标准时社会可以自主制定团体标准。但在有国家标准和行业标准时制定的团体标准必须高于国家标准和行业标准，指标低于国家标准和行业标准的团体标准为无效标准。

According to the definition stipulated in the Law of the People's Republic of China on Standardization, standards refer to unified technical requirements that need to be uniformly implemented in sectors including agriculture, industry, service industries, and social undertakings. As a universal normative specification, standards play a critical role in rationally utilizing national resources, ensuring product quality, boosting market trust, facilitating commodity circulation, maintaining fair competition, and guaranteeing public safety, and they serve as important technical systems for regulating economic and social development. Especially with the continuous deepening of economic globalization, standards have become a fundamental element of a country's core competitiveness. Following product competition and brand competition, standard competition has evolved into a form of competition with deeper levels, higher caliber, and broader influence.

In general, the priority order for selecting standards is: national standards → industry standards → local standards → group standards. When national standards and industry standards are available, national and industry standards shall be given priority. In the absence of national and industry standards, social organizations may independently develop group standards. However, group standards formulated when national and industry standards already exist must be more stringent than the corresponding national and industry standards; group standards with indicators lower than national or industry standards are deemed invalid.
