State hydrocarbon policy and mode of accumulation in Argentina during the “postconvertibility” regime (2002-2011)

Abstract In the period 2002-2011, there was a widening gap between the expansive dynamics of capital accumulation and the declining performance of the petroleum industry in Argentina. By the end of 2011, there was major imbalance in the oil and gas sector in both external trade and the state budget. This paper analyzes the hydrocarbon policies implemented by the federal government during the period mentioned, in terms of how they correlate with the foundations and weaknesses of the “postconvertibility” regime. To fulfill this objective, we triangulate different methods and techniques of data collection and analysis. Among other results, the article contributes to understanding the present dilemmas related to state intervention in the sector.

摘要 2002至2011年间，阿根廷资本积累的扩张态势与石油行业业绩下滑之间的差距持续扩大。至2011年末，该国油气行业在对外贸易与国家预算层面均出现严重失衡。本文针对上述时期联邦政府推行的油气政策展开分析，探讨其与“后可兑换体制（postconvertibility regime）”的基础与缺陷之间的关联。为达成该研究目标，本文采用三角验证法整合多种数据收集与分析方法及技术。除其他研究成果外，本文还有助于理解当前该国油气领域中国家干预相关的现实困境。
