This dataset is constructed by collecting and analyzing consumption-related data of users in Jiaxing City for environmental monitoring services, with the objectives of understanding users' purchasing power and consumption preferences for such services, evaluating the market popularity of environmental monitoring services, developing service strategies for all industry stakeholders, delivering personalized products and services more effectively, and enabling enterprises to better understand their user base. Specifically, high-tier users can be contacted 1 to 2 times per month, medium-tier users 1 to 2 times per quarter, and low-tier users 1 to 2 times every six months, so as to formulate more precise production and marketing strategies. 1. Data Collection: Collect relevant transaction data of environmental monitoring services from each user in Jiaxing City across all quarters. 2. Data Preprocessing: Classify, merge and aggregate the collected data to support subsequent analysis. 3. Algorithm-based Processing: Conduct demand analysis on the preprocessed data, with the demand index P calculated as: $P = left( frac{a_1}{b_1} + frac{a_2}{b_2} ight) * k$, where $a_1$ denotes the minimum single-transaction order quantity, $b_1$ denotes the minimum single-transaction consumption amount, $a_2$ denotes the maximum single-transaction order quantity, $b_2$ denotes the maximum single-transaction consumption amount, and $k$ is the consumption coefficient. The value of $k$ is 0.8 for users located within the urban area of Jiaxing, and 0.9 for users located outside the urban area. 4. Data Classification and Grading: Classify users into three tiers ("high", "medium" and "low") based on the calculated demand index P: users with a score above 18 are marked as "high-tier", those with a score in the range of 13 to 18 (inclusive) are marked as "medium-tier", and those with a score below 13 are marked as "low-tier".
