行使内容《中华人民共和国文物保护法》第四十条第三款：非国有文物收藏单位和其他单位举办展览需借用国有馆藏文物的，应当报主管的文物行政部门批准；借用国有馆藏一级文物，应当经国务院文物行政部门批准。《北京市实施中华人民共和国文物保护法办法》第二十五条：非国有文物收藏单位和其他单位举办展览借用国有馆藏二级以下文物的，出借方应当向市或者区、县文物行政部门提出书面申请，申请内容包括出借馆藏文物的名称、价值，借用的原因、用途，借用单位的背景资料、协议书副本。经文物行政部门批准后方可出借。市级文物部门受理，市级文物部门审批

Pursuant to Paragraph 3, Article 40 of the Law of the People's Republic of China on the Protection of Cultural Relics: For non-state-owned cultural relics collection units and other entities that need to borrow state-owned collection cultural relics to hold exhibitions, they shall submit an application to the competent cultural relics administrative department for approval; for borrowing first-class state-owned collection cultural relics, approval shall be obtained from the cultural relics administrative department under the State Council.
Article 25 of the Measures of Beijing Municipality for Implementing the Law of the People's Republic of China on the Protection of Cultural Relics: For non-state-owned cultural relics collection units and other entities that borrow state-owned collection cultural relics of second-class or lower level to hold exhibitions, the lending party shall submit a written application to the municipal or district/county cultural relics administrative department. The application shall include the name and value of the borrowed collection cultural relics, the reasons and purposes of borrowing, background information of the borrowing entity, and a copy of the agreement. The lending shall be carried out only after approval by the cultural relics administrative department. The application is accepted and approved by the municipal cultural relics administrative department.
