以项目形式组织实施；本项目建设内容和具体要求以农业部、省农业厅、市农业局文件为准；科学制定实施方案，并严格落实，推动农技推广效率的提高。This project is organized and implemented in a project-based manner. The construction contents and specific requirements of the project shall be subject to the documents issued by the Ministry of Agriculture, provincial agricultural departments and municipal agricultural bureaus.
