The scope of functions: The municipal labor and social security administrative departments shall be responsible for organizing, guiding, supervising and administering the basic endowment insurance work within the entire municipality; the district and county-level labor and social security administrative departments shall be responsible for supervising and administering the basic endowment insurance work within their respective administrative regions.
