Natural resources, innovation and development

This report reflects research efforts within the global network of scholars, Globelics. Within this network there are of course different views on all controversial topics including the role of natural resources in economic development. This report builds on and summarizes available research on natural resource, innovation and development, and concludes that natural resources are, under proper management, more of a blessing than a curse for poor countries. Although the topic of natural resources and development is particularly contested, scholars within our network would share the view that development must build upon what is already there. Therefore they would also agree on the main policy implications as outlined in the report. Diversifying the economy and promoting competence building through domestic and international forward and backward linkages to the natural resource intensive sectors is what OECD and other international think-tanks refer to as Œno-regret policy

本报告呈现了全球学者网络Globelics内部的研究工作。该网络内针对各类争议议题自然存在多元观点，其中便涵盖自然资源在经济发展中的作用这一议题。本报告基于并总结了现有关于自然资源、创新与发展的研究成果，得出结论：在恰当的管理模式下，自然资源对贫穷国家而言更多是福祉而非诅咒。尽管自然资源与发展这一议题争议尤甚，但本网络内的学者普遍认同：发展必须立足于既有基础。因此，他们也会认同本报告中概述的主要政策启示：通过构建与资源密集型产业的国内、国际前向关联与后向关联，推动经济多元化与能力建设——这正是经济合作与发展组织（OECD）及其他国际智库所称的“无遗憾政策”。
