依國有財產產籍管理作業要點第19點規定，管理機關應依財產增減動態，按月編造國有財產增減表，並按月及按季編造國有財產增減結存表，陳報主管機關審核，主管機關並據以按季彙整編具主管機關國有財產結存統計表後，連同各管理機關之國有財產增減結存表於當季結束次月月底前，彙送財政部國有財產署。末季之主管機關國有財產結存統計表及各管理機關之國有財產增減結存表，由主管機關併同主管機關國有財產目錄總表及各管理機關之國有財產目錄總表，於末季結束次月月底前，彙送財政部國有財產署。

Pursuant to Paragraph 19 of the Key Points for the Management of State-owned Property Registration and Administration, the competent management authorities shall, based on the dynamic changes in property increases and decreases, compile a monthly State-owned Property Changes Statement, and also compile State-owned Property Changes and Balance Statements on both a monthly and quarterly basis, and submit such statements to the superior competent authorities for review. The superior competent authorities shall, on the basis of these submitted documents, compile quarterly a Statistical Statement of State-owned Property Balances for the competent authority itself, and then submit the consolidated documents, together with the State-owned Property Changes and Balance Statements from all subordinate management authorities, to the National Property Administration of the Ministry of Finance by the end of the month following the end of the quarter. For the final quarter, the superior competent authorities shall consolidate the Statistical Statement of State-owned Property Balances for the competent authority itself, the State-owned Property Changes and Balance Statements from all subordinate management authorities, together with the General Catalog of State-owned Property for the competent authority itself and the General Catalog of State-owned Property for all subordinate management authorities, and submit the consolidated package to the National Property Administration of the Ministry of Finance by the end of the month following the end of the final quarter.
