PROBLEM TO BE SOLVED: To provide a scratch prevention paper having excellent scratch prevention property and suppressed paper powder， and a cardboard having the scratch prevention paper. SOLUTION: The scratch prevention paper includes two or more paper layers， wherein a surface layer existing on a surface of the two or more paper layers contain a natural pulp， a thermofusion fiber and a heat-expandable particle. Preferably， the content of the thermofusion fiber at the surface layer is 5 pts.mass or more and 10 pts.mass or less per 100 pts.mass of the content of the natural pulp， and the content of the heat-expandable particle in the surface layer is 8 pts.mass or more and 15 pts.mass or less per 100 pts.mass of the content of the natural pulp. 要解决的技术问题：提供一种防刮性能优异且纸粉生成得到有效抑制的防刮纸，以及覆有该防刮纸的纸板。
技术方案：一种防刮纸包含两层及以上纸层，其中位于该多层纸层表面的表层含有天然纸浆（natural pulp）、热熔融纤维（thermofusion fiber）以及热膨胀微球（heat-expandable particle）。优选地，该表层中热熔融纤维的含量以天然纸浆每100质量份计为5质量份以上且10质量份以下，表层内热膨胀微球的含量以天然纸浆每100质量份计为8质量份以上且15质量份以下。
