CE-Coded Dataset of Kazakhstan's Construction Norms and Rules (SNiP)

This dataset contains clause-level provisions extracted from 165 Kazakhstan Construction Norms and Rules (SNiP) documents, coded for circular economy (CE) relevance using the 10R framework (Refuse, Rethink, Reduce, Reuse, Repair, Refurbish, Remanufacture, Repurpose, Recycle, Recover). Each entry includes the assigned circular economy principle, the relevant SNiP section and original Russian text, an English translation, the relationship type to circularity (e.g., mandates, promotes, allows, reduces), normative strength classification (e.g., recommended, mandatory, prohibitive), and the material or construction domain concerned. The dataset was produced through a hybrid human–machine workflow combining computational text analysis with expert validation. It represents the first systematically coded CE assessment of construction regulations in Central Asia and can support further research on regulatory gaps, policy benchmarking, and circular construction governance.
