At the establishment of the Norwegian Business and Regional Development Fund (SND), emphasis was placed on developing a goal- and results-reporting system that could enable the new institution to develop in a unified manner. After thorough work, a system was implemented in 1994 that would measure effects, activity, and productivity. This system essentially covered all the tools SND managed. For each year, a pre-survey is conducted one year after the service was provided, in addition to a post-survey three to four years later. For the 2002 tool year, Nordlandsforskning conducted an evaluation survey in 2003, in addition to a post-survey in 2006.

The survey covers the following areas:

1. General information about the project for which support is sought
2. Actors and factors important for the initiation/implementation of the project
3. Knowledge of and views on SND's financing options
4. SND's significance for the project
5. Status and expectations for the project/measure/establishment
6. The company's situation relative to others in the same industry
7. The company's goals and business overall
8. Development of networks and collaboration relationships
9. The project/company's results
10. Facts/background about the company

SND's tools are divided into different tool groups. These include low-risk loans, nationwide risk loans, district-oriented risk loans, nationwide development grants, district development grants, founder scholarships, OFU/IFU, basic financing for the fishing fleet, loans for agriculture, and rural development funds. The survey was sent to companies based on which tool group they belong to. For the pre-survey, five different forms were sent out: a basic form (applicable to the group consisting of recipients of risk loans and grants), a form for recipients of basic financing for the fishing fleet, a form for the OFU/IFU group, a form for recipients of founder scholarships, and a form for recipients of agricultural loans and rural development grants. For the post-survey, three forms were sent out (the OFU/IFU group and recipients of basic financing for the fishing fleet are included in the basic form).

SND was established based on the Norwegian Parliament's consideration of the government's bill in Ot.prp. nr. 57 (1991-92) and established with effect from 3 July 1992. At the same time as SND was established, the previous institutions District Development Fund, Small Business Fund, and Industry Fund were discontinued, and their activities were taken up by the new statutory company. From the same time, Industribanken AS was dissolved.

挪威企业与区域发展基金（Norwegian Business and Regional Development Fund, SND）成立之初，便着重搭建一套目标导向且可量化成果的报告体系，以助力这一全新机构实现统筹发展。经过深入的论证与开发工作，该基金于1994年上线了一套可衡量活动效果、业务活跃度与生产效率的系统，该系统基本覆盖了SND管理的全部资助工具。

每年均会开展两项调研：一是在服务提供满一年后实施的预调研，二是间隔三至四年后开展的后调研。以2002年度资助工具周期为例，诺尔兰研究中心（Nordlandsforskning）于2003年开展了评估调研，并于2006年完成了对应后调研。

SND的资助工具划分为不同类别，具体包括低风险贷款、全国性风险贷款、区域导向型风险贷款、全国性发展补助金、区域发展补助金、创业奖学金、OFU/IFU、渔业船队基础融资、农业贷款以及农村发展基金。调研将按照企业所属的资助工具类别进行问卷分发。预调研共设置5类专属问卷：基础问卷（适用于风险贷款与补助金申领群体）、渔业船队基础融资申领者专用问卷、OFU/IFU群体专用问卷、创业奖学金申领者专用问卷，以及农业贷款与农村发展基金申领者专用问卷。后调研则设置3类问卷，其中OFU/IFU群体与渔业船队基础融资申领者纳入基础问卷范畴。

SND的设立依据挪威议会对政府法案Ot.prp. nr. 57 (1991-92)的审议结果，于1992年7月3日正式生效运行。SND成立之际，原有的区域发展基金、小企业基金与工业基金悉数撤销，其全部业务均由这一新成立的法定公司承接。与此同时，工业银行股份公司（Industribanken AS）也随之解散。
