UNESCO World Heritage Site – buffers
In 1996, Belgium ratified the UNESCO World Heritage Convention of 1972. The Convention aims to protect the cultural and natural heritage of the world. Heritage evidenced by Exceptional Universal Value is included in the World Heritage List in accordance with the Convention. Flanders has four accreditations, in particular the Flemish courts of fumes (1998), the bubbles of Belgium and France (1999/2005), the historic city centre of Bruges (2000) and the museum office Plantin-Moretus (2005). The fumes and bubbles are serial nominations and thus consist of several components. A total of 40 Flemish properties and 1 city on the World Heritage List. All Member States ratifying the Convention commit to preserving this heritage. Not only within the boundaries of the World Heritage site itself, but also within the buffer zone, Member States may take (or limit) appropriate (management) measures to that end. The buffer zone serves to protect the World Heritage Site from external threats. It is an area surrounding or joining the recognised world heritage site and may consist of its immediate surroundings, important faces on the site and other areas of importance for the support and protection of the site. (资料来源:《保护世界文化和自然遗产公约操作指南》(Operational Guidelines to the World Heritage Convention)2013版,第103至107条)
