Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，RPPs）是国家开展风险预防工作的核心工具，其目标为管控风险区域内的开发活动。 一份风险预防计划（RPP）的编制会生成一套空间数据集，该数据集被划分为若干子数据集。同一份风险预防计划所包含的空间数据集涵盖以下内容： ——风险暴露范围， ——计划获批后划定的限制区域。 风险预防计划的相关规范区分了三类区域：一是"禁止建设区"，又称"红色区域"，其通用规则为禁止开展建筑活动；二是"要求适用区"，又称"蓝色区域"，该区域内的项目需根据问题类型与灾害类型适配相应管控要求；此外还有一类区域虽未直接暴露于风险之中，但仍需遵守相关禁令或管控要求。 本数据集仅作参考用途，唯有经地方行政当局签署批准的纸质文件方为有效凭证。
