The energy check

Created to replace social energy tariffs, the energy check aims to combat the effects of energy poverty by offering modest households support for the payment of their energy bills. In today’s report, the Court of Auditors makes a set of findings which it considers to justify a reflection on the real nature of the system: in that sense, it notes, inter alia, that the only criterion adopted by the public authorities — the standard of living of household members — makes its targeting poor. Moreover, the fact that the cheque can finance any type of energy goes against France’s climate objectives, as it also subsidises the use of carbon and decarbonised energy. In addition to a parametric evolution of the energy check and the strengthening of its coherence, the Court proposes three possible scenarios, depending on a clarification of the objectives pursued.为替代社会能源电价而设立的能源补贴支票（Energy Check），旨在通过为拮据家庭支付能源账单提供支持，缓解能源贫困带来的影响。在本报告中，法国审计院提出了一系列结论，认为这些结论足以引发对该制度真实本质的反思：该院尤其指出，公共当局采用的唯一判定标准——家庭成员的生活水平——导致其目标群体精准度欠佳。此外，该支票可覆盖任何类型的能源消费补贴，这与法国的气候目标相悖，因为它同时为化石碳排放能源与脱碳能源的使用提供了资助。除对能源补贴支票进行参数优化调整并提升其体系连贯性之外，法国审计院还基于对该政策所追求目标的明确界定，提出了三种可行方案。
