Generally speaking, the stakes are people, property, activities, cultural or environmental heritage elements, threatened by a hazard and likely to be affected or damaged by it. The sensitivity of an issue to a hazard is called “vulnerability”. This object class brings together all the issues that have been addressed in the RPP study. An issue is a dated object whose consideration depends on the purpose of the RPP and its vulnerability to the hazards studied. A PPR issue can therefore be considered (or not) depending on the type or types of hazard being addressed. These elements form the basis of knowledge of the land cover necessary for the development of the RPP, in or near the study area, at the time of the analysis of the issues. The data on issues represent a (figible and non-exhaustive) photograph of assets and individuals exposed to hazards at the time of the development of the risk prevention plan. This data is not updated after approval of the RPP. In practice they are no longer used: the issues are recalculated as necessary with up-to-date data sources.一般而言，风险承险对象指受灾害威胁、且可能遭受其影响或破坏的人员、财产、活动、文化或环境遗产要素。某一对象对灾害的敏感程度被称为脆弱性（vulnerability）。 本对象类别涵盖了风险预防计划（Risk Prevention Plan，以下简称RPP）研究中涉及的全部研究对象。此处的“研究对象”指具备时间属性的载体，其是否被纳入考量取决于RPP的目标以及其针对所研究灾害的脆弱性。因此，RPP研究对象是否被纳入分析，需根据所针对的灾害类型而定。 在开展研究对象分析阶段，上述要素构成了研究区域及其周边区域RPP编制所需的土地覆盖认知基础。 本研究对象数据，是RPP编制阶段内暴露于各类灾害的资产与个体的（可遴选且非穷尽式）快照。该数据在RPP获批后不再更新，实际应用中亦不再直接复用：研究对象需依托最新数据源，根据实际需求重新计算生成。
