THE WORK OF THE DISCRIMINATES STIMULED BY THE BIDDING PROCESS AND ADMINISTRATIVE CONTRACTS

The central object of this approach is to present arguments that are imposing a (re) valuation of the content of the principle of equality, so that it legitimized the state to assume an active role in the pursuit of achieving the national development plan, integrated and sustainable by promoting affirmative action in access to work for minorities, specifically those generated from the bidding and contracting. The aim is article is to demonstrate that the social order and democratic force in Brazil since 1988, as well as ethical values, require a performance together of social actors in the promotion of concrete measures, affirmative (and perhaps voluntary) to foster and ensure that national development (sustainable) is done in a planned and integrated, which invariably strengthen the commitment of social actors with the idea of (re) inclusion through work.

本研究路径的核心目标在于论证：需对平等原则的内涵进行（再）评估，以此赋予国家合法身份，使其能够积极投身于推进整合性、可持续的国家发展规划的工作中——具体路径为针对少数群体推行就业准入平权行动，尤其是那些由招投标与契约合作环节衍生出的少数群体。本文旨在论证：自1988年以来，巴西的社会秩序与民主力量，连同其伦理价值体系，均要求各类社会行动者协同协作，推行具体的平权（或可称自愿性）措施，以推动并确保国家发展（可持续性发展）得以按规划整合推进，而这必将强化社会行动者对通过工作实现（再）融入这一理念的承诺。
