Land use plan (Samtgemeinde Duingen)(Samtgemeinde Leinebergland)

The land use plan is a preparatory construction plan. It contains a plan drawing with justification. It belongs to the system of “space planning”, with which the urban development of the municipalities is controlled. The land use plan forms the basis for development plans developed from the land use plan (two-stage land management planning). The land use plan is drawn up by the municipality within the planning authority. It regulates the type and extent of structural use for the entire municipality. The land use plan shall consist of one or more plans illustrating the determinations and a detailed written justification. Changes to the existing land-use plan are also possible for sub-areas.土地利用规划（land use plan）属于筹备性建设规划范畴，包含附带论证说明的规划图纸。该规划隶属于“空间规划（space planning）”体系，用于管控各市镇的城镇开发活动。土地利用规划是后续由其衍生的开发规划（两级土地管理规划）的编制基础。土地利用规划由具备规划权限的市镇负责编制，用于规范整个市镇行政范围内各类结构性开发利用的类型与规模。土地利用规划应由一份或多份载明规划决策的图纸，以及一份详尽的书面论证说明共同组成。针对现有土地利用规划的局部片区，也可进行修订调整。
