Local Elections in Norway, 2003 - 2007, panel

The data set is derived from Statistic Norway's local election survey municipal and county council elections in 2003 and 2007, commissioned by Institute of Social Research. The purpose of the survey was to enlighten different sides of the local democracy; elections and election campaigns, political interest and participation.

The survey deals with the following subjects:
-Political interest
-Voting in municipal, county council and national elections.
-Assessment of the significance of elections
-Assessment of the local democracy and local services
-Municipal challenges
-Municipal organisation
-Information about politics
-Voting for persons in municipal elections
-Political participation

The survey is conducted as telephone interview and self-completion forms. The variables from the telephone interview have names beginning with 'spm', whilst variables from the self-completion questionnaire have variable names starting with 'po'.

To obtain knowledge about changes in the electorate, a part of the sample is derived from the gross sample of the Local Election Surveys in 1999 and 2003 respectively. These panels consists of people in the ages of 22 - 83 years. For the panel to have cross-sectional features, the real panel had to be supplied with persons from cohorts that recently had become eligible to vote during the four intermittent years. The supplementary sample is often characterized as a "false" panel. Variables that started with 'l' are derived from the Local Election Survey of 1999. Variables that are marked with '_03" under "name" are derived from the Local Election Survey of 2003.

Errors in the dataset: Some errors have been discovered in the variables for the questions 35 (A-K), question 36, questions 38 (A-G) and question 39 from the postal questionnaire. All these variables are missing data for the value "6". A value is also missing in the variables for the question battery Po33_A_03 - Po33_K_03, question Po29_03, question Po35_03, question battery Po39_A_03 - Po39_G_03 and question Po40_03. All these variables are missing the value "9".

本数据集源自挪威统计局（Statistics Norway）受社会研究所（Institute of Social Research）委托开展的2003年与2007年市级及县级议会选举地方调查。本次调查旨在探究地方民主的多维度内涵，包括选举与竞选活动、政治兴趣及政治参与。

本次调查采用电话访谈与自填问卷两种形式实施。其中，电话访谈获取的变量名称均以“spm”为前缀，自填式问卷对应的变量名称则以“po”作为开头。

为探究选民群体的动态变化，部分样本分别取自1999年与2003年地方选举调查的总样本库。该类面板数据的受访人群年龄区间为22至83岁。为使面板数据具备横截面特征，研究团队需向原始面板补充在间隔四年期间刚获得选举权的同队列人群，此类补充样本通常被称为“伪”面板。以“l”为前缀的变量均源自1999年地方选举调查；名称中带有“_03”标记的变量则取自2003年地方选举调查。

本数据集存在如下数据错误：邮政问卷中第35题（A-K项）、第36题、第38题（A-G项）及第39题对应的变量均存在数据缺失，缺失值为“6”。此外，问题组Po33_A_03至Po33_K_03、第Po29_03题、第Po35_03题、问题组Po39_A_03至Po39_G_03及第Po40_03题对应的变量也存在数据缺失，缺失值均为“9”。
