For natural PPRs, the Environmental Code defines two categories of zones (L562-1): risk-prone areas and areas which are not directly exposed to risks but on which measures may be provided to avoid aggravating the risk.
Depending on the level of hazard, each zone is subject to an enforceable regulation. Regulations generally distinguish between three types of areas:
1- "no-build zones", known as "red zones", when the hazard level is high and the general rule is the prohibition on building;
2- "prescribed areas", known as "blue areas", where the hazard level is medium and projects are subject to requirements adapted to the type of issue;
3- areas not directly exposed to risks but where agricultural, forestry, craft, commercial or industrial structures, structures, developments or holdings could aggravate risks or cause new ones, subject to prohibitions or requirements (see Article L562-1 of the Environmental Code). The latter category applies only to natural PPRs.

依据《环境法典》第L562-1条，自然风险预防区域（natural PPRs）被划分为两类分区：一是易受风险影响区域，二是未直接暴露于风险之中，但可通过采取相关措施规避风险加剧的区域。
根据危险等级的不同，每类分区均需遵守强制性监管规范。相关监管规则通常将区域划分为以下三类：
1. 高危险等级的"禁建区"（又称"红色区域"）：此类区域的通用准则为禁止开展建设活动；
2. 中危险等级的"规范建设区"（又称"蓝色区域"）：此类区域内的建设项目需遵循适配于风险类型的监管要求；
3. 未直接暴露于风险之中，但农业、林业、手工业、商业或工业设施、开发项目或经营主体的活动可能加剧既有风险或引发新风险的区域，需遵守相应禁止性规定或监管要求（详见《环境法典》第L562-1条）。此类分区仅适用于自然风险预防区域。
