For PPRTs, Article L515-16 et seq. of the Environmental Code provides that: ‘within the perimeter of exposure to risks, plans for the prevention of technological risks may, depending on the type of risk, their severity, their probability and their kinetics, draw up recommendations aimed at strengthening the protection of the population from the risks involved and relating to the development, use or operation of buildings, works, communication routes and campgrounds or caravan parking sites, which may be implemented by owners, operators and users’. These voluntary recommendations are intended to enhance the protection of the population from the risks involved.针对技术风险防范计划（PPRTs），法国《环境法典》第L515-16条及后续条款规定：“在风险影响范围内，技术风险防范计划可根据风险类型、严重程度、发生概率及演化进程，制定相关建议，旨在强化民众对相关风险的防护能力；该类建议涉及建筑物、工程设施、交通道路、露营地及房车停车场的开发、使用与运营，可由业主、运营方及使用者落地执行。”上述自愿性建议旨在进一步提升民众对相关风险的防护水平。
