For natural RPPs, the Environmental Code defines two categories of areas
(L562-1): risk-prone areas and areas that are not directly
exposed to risks but on which measures may be provided for
avoid increasing the risk. Depending on the hazard level, each area is subject to a
enforceable regulation. The regulations generally distinguish three types of zones:
1- “Building prohibited areas”, so-called “red zones”, when the level of
D’aléa is strong and that the general rule is the prohibition on construction; 2- “areas”
subject to requirements, referred to as ‘blue zones’, where the hazard level is average
and that projects are subject to requirements adapted to the type of issue; 3- Areas
not directly exposed to risks, but where constructions, works,
development or agricultural, forestry, artisanal, commercial or
industrials could aggravate risks or cause new, submitted
prohibitions or prescriptions (cf. Article L562-1 of the Environmental Code). This
last category applies only to natural RPPs.

针对自然风险点（natural RPPs），《环境法典》（Environmental Code）在条款L562-1中划定了两类区域：易受风险影响区域，以及虽未直接暴露于风险之中，但需采取防控措施以避免风险升级的区域。

根据危险等级的不同，每类区域均需遵守可强制执行的监管要求。该监管规则通常将区域划分为三种类型：
1. "禁止建设区域"，即所谓"红区"：当危险等级（D’aléa）较高且通用监管规则为禁止建设；
2. "受约束区域"，即所谓"蓝区"：此类区域危险等级为中等，相关建设项目需遵循适配于风险类型的合规要求；
3. 未直接暴露于风险之下的区域，但在此类区域内开展的建设、工程、开发活动或农业、林业、手工业、商业及工业行为，可能会加剧既有风险或引发新的风险，因此需遵守相关禁令或合规要求（详见《环境法典》第L562-1条）。

该第三类区域仅适用于自然风险点（natural RPPs）。
