Inspire-compliant development plan of the city of Freiburg im Breisgau. Development plan 6-044c entered into force on 4.12.2009. A development plan contains the legally binding determinations for the urban planning and is the central element of construction management planning. The setting-up community regulates where, what and how can be built. In principle, the development plan must be developed from the land use plan. The data is available in the INSPIRE-PLU data model and is available via OGC:WMS and predefined ATOM.布赖斯高地区弗赖堡市符合空间信息基础设施（INSPIRE）规范的开发规划。编号为6-044c的开发规划于2009年12月4日正式生效。开发规划包含针对城市规划的具有法律约束力的各项规定，是建设管理规划的核心组成部分。规划编制主体规定了可建设的地点、项目类型与建设方式。原则上，开发规划需依托土地利用规划编制。本数据集采用空间信息基础设施（INSPIRE）-土地利用规划（PLU）数据模型，可通过开放地理空间联盟（OGC，Open Geospatial Consortium）网络地图服务（WMS，Web Map Service）以及预定义的ATOM格式获取。
