Effect Evaluation of health standards propaganda in the field of public health in Guizhou

Objective In order to understand the knowledge, use and demand of health standards, the propaganda, training and implementation effect evaluation of health standards were carried out in public health for health system in Guizhou. Methods Descriptive method was used to analyze the results of questionnaire survey before and after the propaganda and training of health standards for health system staff in Guizhou. Results After the propaganda and training, the awareness rate of health standards for health system personnel was(who had heard of health standards) increased from 92.66% to 95.67% (χ2 =32.374, P< 0.001). The awareness channels of health standards for health system personnel were mainly the propaganda materials, documents and official website of the Centers for Disease Control and Prevention(CDC) or Market Supervision Authority. In addition, the standard training courses accounted for 51.35%. After the propaganda and training, the awareness rate of health standards among the staff of CDC, the Health Supervision Institution and the medical institution were all above 95%, and the demand rate of health standards was over 97%. The awareness rate (95.59%, χ2 =0.663, P> 0.05) of health standards in municipal and state-level health institutions was higher than that in county-level health institutions. However, The utilization rate (98.86%, χ2 =18.125, P< 0.001) of health standards in county-level health institutions was higher than those in municipal and state-level health institutions. Conclusion The propaganda and training of health standards has improved the awareness and use rate of health standards for health system staff in Guizhou. The staff of different health institutions have higher demands on health standards, but it is necessary to strengthen the propaganda and training of health standards in county-level health systems, and to improve the awareness rate and utilization rate of health standards in the field of public health.

目的 为掌握卫生标准的知晓情况、使用现状与需求，本次研究针对贵州省卫生系统公共卫生领域开展卫生标准宣传培训及实施效果评估。
方法 采用描述性分析方法，对贵州省卫生系统工作人员卫生标准宣传培训前后的问卷调查结果进行分析。
结果 宣传培训后，卫生系统人员的卫生标准知晓率（即知晓卫生标准的人员占比）从92.66%提升至95.67%（χ²=32.374，P<0.001）。卫生系统人员的卫生标准知晓渠道主要为疾病预防控制中心(Centers for Disease Control and Prevention, CDC)或市场监督管理部门的宣传材料、文件及官方网站，此外标准培训课程占比达51.35%。宣传培训后，疾控机构、卫生监督机构及医疗机构工作人员的卫生标准知晓率均达95%以上，卫生标准需求率超过97%。州市级医疗卫生机构的卫生标准知晓率为95.59%（χ²=0.663，P>0.05），高于县级医疗卫生机构；但县级医疗卫生机构的卫生标准使用率为98.86%（χ²=18.125，P<0.001），高于州市级医疗卫生机构。
结论 卫生标准宣传培训提升了贵州省卫生系统人员对卫生标准的知晓率与使用率。不同医疗卫生机构人员对卫生标准均有较高需求，但需加强县级卫生系统的卫生标准宣传培训工作，进一步提升公共卫生领域卫生标准的知晓率与使用率。
