<p>These data contain the Merit Principles Survey, which covers a variety of aspects of the merit system in federal employment. The data contain 4,897 records. Section 1 relates to general employment details, and asked federal employees about their jobs and the personnel practices of their work group. Section 2 asked respondents whether or not people reported waste and fraud, and if so, what were the consequences of their actions. Section 3, regarding the merit system, was given only to supervisors in Grades 13-15. The questions asked how well the merit pay system was working. Section 4 asked about experiences of respondents as supervisors in dealing with employees who did not or would not perform at a satisfactory level. Section 5 asked about respondents' experiences as members of the Senior Executive Service. Section 6 asked general questions and questions concerning respondents' job histories.</p>
