Child protection

328,000 children benefited from a protection measure at the end of 2018, 12 % more than in 2009. The departments financed EUR 8 billion out of the EUR 8.4 billion devoted that year to child protection. The legislative framework of this policy was strengthened in 2016, but its organisation remains complex and its leadership fails, both at national and local level, resulting in a gap between its implementation and the effective consideration of the needs of the child.
