Inspire-compliant development plan of the city of Freiburg im Breisgau. Development plan 6-113 entered into force on 11.4.2009. A development plan contains the legally binding determinations for the urban planning and is the central element of construction management planning. The setting-up community regulates where, what and how can be built. In principle, the development plan must be developed from the land use plan. The data is available in the INSPIRE-PLU data model and is available via OGC:WMS and predefined ATOM.符合欧盟空间信息基础设施（INSPIRE）标准的布赖斯高地区弗赖堡市开发规划。编号6-113的开发规划于2009年4月11日正式生效。 开发规划包含城市规划领域具有法律约束力的各项法定规定，是建设管理规划的核心组成部分。规划编制主体负责明确可进行建设的区位、建设项目类型与建设方式。原则上，开发规划需依托土地利用规划编制完成。 本数据集采用INSPIRE-PLU数据模型，可通过开放地理空间信息联盟（Open Geospatial Consortium，OGC）的Web地图服务（WMS）以及预定义ATOM发布协议获取。
