“Land ownership” theme of the MOPplusFR model

The theme “land ownership” takes over the Topic “goods-funds” of the official measurements. It includes the ‘buildings’ listed in the land register plan and the ‘limit points’. “Buildings” can be “land assets”, “separate and permanent rights” or “mines”. “Goods” are a partition of the territory (parcels) and delimited by “point-limits”. “Separate and permanent rights” are registered rights that give the use of all or part of “land assets” for a fixed period. “Limit points” which do not coincide with a natural object or delimitation are materialised. The “buildings” described in this Topic are registered in the Land Registry. This registration makes it possible to guarantee the property and the real rights related to these buildings. This theme is an integral part of the official measurement dataset. The update is carried out by the patented geometer engineers in collaboration with the cadastre and geomatics department. In order to be able to identify the land in force on the map portal, the cadastral Sectors layer in force in the FR was created. It defines the municipalities and sectors in force in the land register and whether or not the federal land register is introduced.本数据集的核心主题为“土地所有权”，其取代了官方测量体系中原有的“货物-资金”主题。该主题涵盖土地登记图册（land register plan）中登记的“建（构）筑物”与“界址点”（limit points）。其中，“建（构）筑物”可归类为“土地资产”、“独立永久使用权（separate and permanent rights）”或“矿权”。“货物”指宗地（parcels，即经划分的领土单元），其边界由“界址点”划定。“独立永久使用权”指经登记的、可在固定期限内使用全部或部分“土地资产”的权利。对于未依附自然地物或天然界址的“界址点”，需通过实体标识予以明确。本主题项下登记的“建（构）筑物”均已录入土地登记簿（Land Registry），该登记可保障此类建（构）筑物的所有权及相关物权。本主题为官方测量数据集的核心组成部分，其更新工作由持有专利资质的测量工程师与地籍及测绘地理信息（geomatics）部门协作完成。为实现在地图门户中识别有效宗地，法国（FR）现已建成现行生效的地籍分区图层（cadastral Sectors layer），该图层可明确土地登记簿中生效的市镇与分区范围，以及是否已接入联邦土地登记系统（federal land register）。
