Report on progress and implementation (Article 17, Habitats Directive)

Article 17 requires Member States to report every six years about the progress made with the implementation of the Habitats Directive. As the main focus of the directive is on maintaining and/or restoring a favourable conservation status for habitat types & species of community interest, monitoring & reporting under the directive is focusing on that. Monitoring of conservation status is not restricted to Natura 2000 sites and data need to be collected both in and outside the Natura 2000 network to achieve a full appreciation of conservation status.

This reporting obligation is an Eionet core data flow.
Delivery process is managed by EEA.

《〈生境指令（Habitats Directive）〉第17条执行与进展报告》

第17条要求各成员国每六年提交一次关于《生境指令》执行进展的报告。鉴于该指令的核心目标是维护并/或恢复欧盟关注的生境类型与物种的有利保护状态，本指令框架下的监测与报告工作均围绕该核心目标展开。保护现状的监测范围并不局限于自然2000（Natura 2000）保护地，为全面评估保护状态，需同时在自然2000网络内外采集相关数据。

该报告义务属于欧洲环境信息与观测网络（Eionet，European Environment Information and Observation Network）的核心数据流之一，其数据交付流程由欧洲环境署（EEA，European Environment Agency）统筹管理。
