Petition_PreApp

The Pre-App Petition layer contains rezone petitions, special exceptions and comprehensive plan amendment boundaries drawn at the time of submittal. The petition may or may not have been accepted, approved, or cancelled. This layer replaces the all-in-one Petition layer to help with usability.预申请请愿图层（Pre-App Petition Layer）包含提交时绘制的重划分区请愿书、特殊许可及综合规划修改边界。相关请愿申请可能已被受理、批准，也可能未被受理或已被取消。本图层替代了原一体化请愿图层，以提升易用性。
