ANOFM calculates and publishes statistical indicators on registered unemployment, according to the legal provisions. Number of registered unemployed represents both the unemployed compensated (unemployed beneficiaries of benefits with experience in work and unemployed beneficiaries of unemployment benefit without work experience/educational graduates) and the unemployed unpaid (without unemployment benefit) and are based on the data from the primary documents and records from the database of the territorial employment agencies. Represents the stock at the end of the reference month. The unemployment rate is determined as a ratio between the number of unemployed registered with the county and Bucharest employment agencies (allowed and unpaid) at the end of the reference month and the civilly active population. The active civilian population represents the potential labour supply and employment of the population comprising the civil employed population and the registered unemployed. The indicator is determined annually by the National Institute of Statistics by the labour force balance at the level of the country, development region and county. The unemployment rate is calculated with the civil active population as of 1 January 2017. The total number of unemployed registered is structured on: sexes (women, men); — type of compensation (allowed, not paid); level of education (without studies, primary education, secondary education, secondary education, post-secondary education, vocational education/arts and trades, university education); age groups (under 25 years, 25-29 years, 30-39 years, 40-49 years, 50-55 years, over 55 years). averages of residence (urban, rural).

ANOFM依据法定规范，计算并发布登记失业(registered unemployment)领域的统计指标。登记失业人数包含两类群体：一是领取失业津贴(unemployment benefit)的失业人员（含具备工作经历的失业津贴申领者、无工作经历的应届毕业失业津贴申领者），二是未领取任何失业津贴的失业人员；该统计数据依托各属地就业服务机构(territorial employment agencies)数据库中的原始文件与记录生成，代表参考统计月末的失业存量规模。
失业率(unemployment rate)的计算公式为：参考统计月末在各县及布加勒斯特就业服务机构登记的失业人员（含领取津贴与未领取津贴者）总数，与民用活动人口(civilly active population)的比值。民用活动人口即潜在劳动力供给与就业人口的总和，涵盖民用就业人员与登记失业人员。
该指标由国家统计局(National Institute of Statistics)基于全国、发展大区及县级行政区域的劳动力收支平衡(labour force balance)数据按年度核算。本次失业率统计以2017年1月1日的民用活动人口数据作为基准口径。
登记失业总人数可按以下维度进行细分：性别（女性、男性）；津贴发放类型（领取津贴、未领取津贴）；受教育程度（未接受任何教育、初等教育、中等教育、中等教育、中学后教育、职业教育/技工教育(vocational education/arts and trades)、高等教育）；年龄分组（25岁以下、25-29岁、30-39岁、40-49岁、50-55岁、55岁以上）；常住地类型（城镇、乡村）。
