负责拟订全市勘察设计行业发展政策、制度并监督执行；管理工程建设标准设计工作；负责组织编制城乡防灾减灾规划并监督实施工作；负责监督实施各类房屋及其附属设施、城市市政设施的建设工程抗震设计规范和勘察设计咨询单位资质标准工作；负责指导城市地下空间的开发利用工作；负责勘察设计单位资格审核报批、管理工作

Formulate and supervise the implementation of development policies and regulations for the city's survey and design industry; manage the standard design work for engineering construction; organize the compilation of urban and rural disaster prevention and mitigation plans and supervise their implementation; supervise the enforcement of seismic design codes for construction projects of all types of buildings and their ancillary facilities, as well as urban municipal facilities, and the qualification standards for survey, design and consulting entities; guide the development and utilization of urban underground spaces; and be responsible for the examination, submission for approval and management of the qualifications of survey and design units.
