Inspired-compliant development plan of the city of Freiburg im Breisgau. Development Plan 2-096.1 entered into force on 5 November 2010. A development plan contains the legally binding fixings for the urban planning order and is the central element of building management planning. The building community regulates where, what and how to build. In principle, the development plan must be developed from the land use plan. The data is available in the INSPIRE-PLU data model and is available via OGC:WMS and predefined ATOM.符合欧盟空间信息基础设施（INSPIRE）规范的布赖斯高地区弗赖堡市开发规划。 编号为2-096.1的开发规划于2010年11月5日正式生效。 开发规划承载着城市规划秩序中具有法律约束力的各项固定规范，是建筑管理规划的核心构成要素。建设主管部门对建设的选址、项目类型与实施形式作出规范。 原则上，开发规划需以土地使用规划为编制基础。 本数据集采用INSPIRE-PLU（土地使用规划）数据模型，可通过开放地理空间联盟（OGC）的Web地图服务（WMS）与预定义ATOM接口获取。
