Pricing Universal Service 2023

The universal postal service contributes to social cohesion and the balanced development of the territory. It is ensured in accordance with the principles of equality, continuity and adaptability by seeking the best economic and social efficiency. It guarantees all users, on a permanent basis and throughout the national territory, postal services meeting specified quality standards. These services are offered at affordable prices for all users. It shall include offers of national and cross-border services of postal items weighing 2 kilograms or less, postal parcels up to 20 kilograms, registered consignments and consignments of declared value. The lifting and distribution services covered by the universal postal service shall be provided every working day, save in exceptional circumstances.’ La Poste is the provider of the universal postal service. It provides this service under the conditions laid down in Article R.1-1-10 of the Electronic Post and Telecommunications Code. La Poste draws up and maintains the catalogue of services covered by the universal service and the reserved area as well as the tariffs in force (...). The Regulatory Authority for Electronic Communications and Posts shall have one month after receipt of the document to deliver its opinion.’普遍邮政服务（universal postal service）有助于提升社会凝聚力，推动国土均衡发展。该项服务秉持平等、持续、适配三项原则，以实现最优经济社会效益为目标予以保障。其可确保所有用户在全国范围内永久享受到符合既定质量标准的邮政服务，且服务定价为全体用户所负担得起。 本项普遍邮政服务应涵盖重量不超过2千克的国内及跨境邮件寄递服务、重量上限为20千克的邮政包裹服务、挂号寄递服务及保价寄递服务。 普遍邮政服务所覆盖的揽收与投递服务，除特殊情形外，应于每个工作日提供。 La Poste（法国邮政）为普遍邮政服务的提供方，其服务开展需符合《电子邮政与电信法典》（Electronic Post and Telecommunications Code）R.1-1-10条规定的条件。La Poste需编制并维护普遍服务及专营领域的服务目录，以及现行资费标准（……）。电子通信与邮政监管机构（Regulatory Authority for Electronic Communications and Posts）应在收到该文件后的1个月内出具审查意见。
