Potentially Vulnerable Areas (PVAs) are geographical areas that are designated for flood management under the Flood Risk Management Act (Scotland) 2009. They show parts of catchments and coastal areas where nationally significant flood risk exists now or is likely to occur in the future. PVAs are located within Flood Risk Management Local Plan Districts (LPDs) which are a broader unit of management. PVAs help SEPA and responsible authorities in Scotland understand and prioritise where work could benefit the most. They are a vital part of protecting people, properties, businesses, communities, infrastructure and our environment.
潜在脆弱区域(Potentially Vulnerable Areas,简称PVAs)是依据《2009年(苏格兰)洪水风险管理法案》划定的洪水管理专用地理区域。此类区域覆盖汇水区与沿海地带的部分片区,当前存在或未来可能面临全国性重大洪水风险。PVAs隶属于范围更广的管理单元——洪水风险管理地方规划区(Flood Risk Management Local Plan Districts,简称LPDs)。PVAs可助力苏格兰的SEPA与各主管当局厘清现状、明确工作优先级,优先开展效益最显著的防洪工作,是保护民众、不动产、企业、社区、基础设施及自然环境的关键组成部分。
