Monthly imputation of delays

Monthly data about incidents (minutes of delay on passenger trains) on Infrabel's network, splitted by responsible entity. Different entities play a role in trains punctuality. Amongst them, the rail infrastructure management company (Infrabel), the railway undertakings (e.g. the SNCB) and third-parties. As the autonomous infrastructure and railway traffic manager, Infrabel ensures that the causes of delays are correctly imputed. If one of the entities disputes the responsibility that has been assigned to it, use is made of the neutral arbitration service created by Infrabel for this purpose. This may result in some occasions in small fluctuations in the figures after the arbitration.本数据集涵盖Infrabel运营的铁路网络内客运列车延误时长的月度统计数据，统计结果按责任主体进行划分。列车准点率受多类主体影响，其中包括铁路基础设施管理公司（Infrabel）、铁路运营企业（如SNCB）以及第三方机构。作为独立的基础设施与铁路交通管理方，Infrabel负责确保延误原因的归责判定准确无误。若某一责任主体对分配给自身的责任认定存在异议，可申请启用Infrabel专为该场景设立的中立仲裁服务。仲裁流程有时会导致部分统计数据在后续出现小幅波动。
