Development plan Billstedt 103 1st change Hamburg

Section 2(3) of the Ordinance on the Building Plan Billstedt 103 of 18 September 2007 (HmbGVBl. P. 299) is replaced by the following:
3. For heating and water supply:
3.1 New buildings to be built shall be connected to a heating network for heating and hot water supply and to be supplied via it. The heat must be mainly generated from renewable energies, waste heat or cogeneration.
3.2 Exceptionally, the obligation to connect and use in accordance with point 3.1 shall be waived if the calculated year @-@ heating demand of the buildings according to the Energy Saving Ordinance of 24 July 2007 (BGBl. I p. 1519), as amended on 29 April 2009 (BGBl. I p. 954), does not exceed the value of 15 kWh (m2a) usable area.
3.3 The requirement for connection and use in accordance with point 3.1 may be exempted upon request, insofar as the fulfilment of the requirements in individual cases would result in an unreasonable hardship due to special circumstances. The exemption may be limited in time.’

2007年9月18日发布的《比尔斯泰特103号建筑规划条例》（HmbGVBl. P. 299）的第2条第(3)款将由以下内容替代：
3. 供热与供水：
3.1 新建建筑应当接入供热管网以满足采暖与生活热水供应需求，并通过该管网获取能源。其中，热源应当主要来源于可再生能源、余热或热电联产。
3.2 例外情形：若根据2007年7月24日发布、2009年4月29日修订的《节能条例》（BGBl. I p. 1519、BGBl. I p. 954）计算得出的建筑年采暖需求（以可使用建筑面积计）不超过15千瓦时/(平方米·年)，则可豁免按照第3.1款要求接入并使用管网的义务。
3.3 若因特殊情形导致个别情况下遵守第3.1款的要求会造成不合理的困难，则可根据申请豁免该接入与使用要求。该豁免可附设时限限制。
