The study objective is to contribute to the understanding of how systems for crisis management and rescue work facing real events. Using reports, media reports and interviews the managerial organization of rescue services during the rescue operation at Utøya on 22 July 2011 is described. Similarities and differences between formal and informal organization are analyzed by mapping the flow of information between personnel in leadership roles and other key personnel at the scene.

本研究旨在深化对危机管理与救援作业系统应对真实突发事件之运作逻辑的认知。本研究依托各类报告、媒体报道及访谈资料,系统阐述了2011年7月22日于特岛救援行动期间救援服务的管理组织架构。通过绘制现场领导层人员与其他关键在岗人员的信息流转图谱,本研究分析了正式组织与非正式组织之间的异同之处。
